I think the lead owner should be Engineering, since they are responsible for the actual design and construction (or for supervising contractors). The Sidewalk Ctee establishes the priority list and helps review design but has very little say over whether the sidewalks actually are funded or get built. I think one issue is that Engineering doesn't have the staff to fully use the sidewalk budget each year - there have been times when sidewalk funds have reverted to free cash because the staff just don't have the time to do the sidewalk work. I also listed Municipal Properties as another owner since the design guidelines often require coordinating with some degree of landscaping or tree planting.
